Milan Stilton is the villainess of Totally Spies episode called "Evil Heiress Much?" (season 4, episode 14).
A spoiled/self-centered hotel heiress who was the fifth-richest person in the world--unsatisfied with being anything other than "#1" but also (self-admittedly) being no good at making money, Milan decided to kidnap the top four richest people in the world so she could finally have the spot of being the wealthiest person in the world
Biography[]
After the top three richest people in the world were mysteriously kidnapped, Jerry summoned Sam, Clover and Alex (WOOHP's top three agents) to protect Milan, who, as stated above, was the fifth richest person in the world. Sam questioned this, arguing that if the top three richest people were kidnapped, it would make more sense to protect the fourth richest person--Jerry explains that Chester Bates (the fourth richest person in the world) had declined WOOHP's offer to protect him, as he was convinced that his high-tech security would be able to protect just fine. Jerry also notes that Milan had accepted WOOHP's offer of protection very grudgingly, presumably to throw suspicion off of her.
The spies eventually discovered that Milan herself was the culprit, having used her "dog," Fufu (actually a robot), to kidnap them. Ultimately, the spies defeated both Fufu and Milan (the latter of who was sent to the WOOHP-prison while the former was short-circuited in Milan's swimming pool) and Clover joked that Milan's sentence would be 150-years.

Milan Stilton is an obvious parody of Paris Hilton:
Both are hotel heiresses.
Both are named after cities in Europe that are also two of the world's fashion capital (Milan's in Italy while Paris is in France).
Both have pet Chihuahuas (Tinkerbell for Paris Hilton and Fufu for Milan Stilton), although Milan's dog was technically a robot.
Both have criminal records.
"Stilton" is just "Hilton" with an "St" instead of an "H".
She's obsessed with diamonds, the color pink and pink diamonds.
She has an enormous walk-in closet--when Clover discovers it, she described it as being bigger than her bedroom back at the spies' beach house (and it certainly did seem to be the size of a bedroom instead of a traditional closet).
While her scheme and what she did was actually pretty smart, Milan ultimately proves to be a bit of an "airhead," as what ultimately led to the spies defeating her was the fact that she kept wearing WOOHP's Emerald Tracking Pendant (designed to look like a choker-necklace), which the girls' could track with their Compowders.
